To achieve this, group of CTC experts led by CTC President Erkinbek Djamanbaev formulated National Management Standards (NMS).

This system is based on evaluation in four aspects: Money, People, Infrastructure, and Information. The governor of any rank and region must take into consideration the following issues:
1) Economy and validity of expenses
2) Professional readiness and personal skills
3) Development of region?s infrastructure
4) Transparency of decision making
According to these parameters evaluators can assess quality of management not only in regions but also on the national level.
The advantages of NMS include the following:
1) New approach to selection of candidates for government positions. Corruption will be minimized because of new standards and requirements for each position, which will be described in detail.
2) The system assumes existence such element as ?public power?, which means that governor will focus on satisfaction of public needs rather than one?s own needs since only the community can decide whether governor can work or not.
NMS could be used in the evaluation of region?s management (governor, region governor, local governor, provincial organs, Government and ministry.
