It was proposed to consider mechanism for strategic partnership between the city residents, city administration, enterprise, organizations and public associations in city management as the main goal for city administration.

Strategy ? is an idea and vision for city development that is based on one hand on the vision of city residents and on the other hand on internal and external limitations and opportunities.


Proposed principles and approaches to economic development of Bishkek City:

A) The City in competition with other Central Asian cities:

B) What are the development objectives of the City in this respect?

Bishkek 2010 ? development strategy

The main goal of city development until 2010 is: Sustainable development of Bishkek on the basis of leadership position of the business, conditions created for implementation of leadership qualities of city residents, as well as leadership in city management.  Improved quality of life of city residents as a result of such development.

Mechanism of strategy implementation

It is suggested to introduce strategic management on the basis of balanced score card and key success factors.

New strategic management system can be built on the basis of following elements:

·         Process-project system

·         Strategic management system

This approach helps to translate strategy document into actions and make vision more clear and specific.
